Monrovia, Liberia – The Civil Service Agency (CSA) has launched a week-long Credential Audit and Personnel Verification exercise across courts in Montserrado County. The initiative, which began on August 28, 2025, is intended to verify the academic qualifications and professional experience of judiciary personnel, ensuring they meet the standards required for their respective positions.
At the commissioning ceremony, Chief Justice Yamie Quiqui Gbeisay commended the CSA, particularly its Director-General, Dr. Josiah F. Joekai Jr., for the technical support and collaboration in executing the initiative. He emphasized that the judiciary, being an institution of integrity, must be staffed by qualified professionals as part of ongoing reforms to strengthen public trust and service delivery.
In his words, “The judiciary is an institution of integrity; therefore, we must ensure that those serving in this branch of government possess the appropriate qualifications and expertise. This exercise is a key part of our ongoing reform agenda and efforts to rebrand the judiciary.”
Justice Gbeisay also pledged to uphold the rebranding initiatives of his predecessor while focusing on institutional reform and capacity building. He emphasized that rooting the judiciary in professionalism is critical to restoring public trust and improving service delivery.
CSA Director-General Dr. Joekai underscored that the audit is about competence, not personal affiliations. “This exercise is not about names, tribe, or personal affiliations. It’s about competence. It’s about having the rightful, ideal person to play that role,” he stated.
To carry out the process, the CSA deployed three specialized teams across Montserrado County. Team A, based at the Temple of Justice, is auditing judges, magistrates, administrators, and staff at the Temple of Justice and the West Point Magisterial Court. Team B, stationed at the Paynesville Magisterial Court, is covering staff from the Paynesville, Omega, Careysburg, Bensonville, and Todee courts. Team C, operating from the Gardnersville Magisterial Court, is focusing on personnel from the Gardnersville, Bushrod Island, Brewerville, and Arthington courts.
The CSA-led audit falls under the government’s ARREST agenda, which seeks to promote transparency, strengthen efficiency, and enhance public service delivery. The exercise is expected to pave the way for deeper reforms within the judiciary, ensuring integrity and competence across all levels.
