Edwin K. Jallah – Deputy Director-General for Human Resource Management and Policy
Hon. Edwin K. Jallah is the Deputy Director-General for Human Resource Management and Policy (DDG-HRMP) of the Civil Service Agency (CSA) of Liberia. In his current capacity, he provides strategic leadership and policy direction in areas relating to human resource management, public administration, institutional development, and policy implementation. With over 18 years of progressive experience in the public sector, Mr. Jallah has developed extensive expertise in public financial management, strategic administration, governance reform, budgeting, procurement, and institutional capacity development.
Hon. Jallah has served the Civil Service Agency since 2006, progressing through several positions of increasing responsibility, including Accounts Officer, Procurement Assistant, Budget Analyst, Senior Accountant, Senior Budget Analyst, Deputy Director for Budget and Finance, Technical Assistant to the Deputy Director-General for Administration, and Director for General Administration and Support Services. Throughout his career at the CSA, he has contributed to strengthening administrative systems, financial controls, institutional efficiency, and public-sector accountability.
As Director for General Administration and Support Services, Hon. Jallah provided strategic leadership for the Agency’s administrative operations, overseeing finance, procurement, logistics, human resource support services, infrastructure management, and institutional compliance. He also led organizational reform initiatives, coordinated engagements with Ministries, Agencies and Commissions (MACs) and development partners, and supervised administrative budgets and procurement processes to promote efficiency, accountability, and value for money.
Serving as Deputy Director for Budget and Finance, Hon. Jallah directed institution-wide budgeting, financial planning, and fiscal accountability processes. He managed annual budget submissions, financial reporting, and donor-funded project accounting, while strengthening internal financial controls and audit compliance. With logistical assistance from USAID-GEMS, he also contributed to the development of the Civil Service Agency’s first Financial Management Policy and Procedural Manual.
Hon. Jallah holds a Bachelor of Science degree in Economics, with a concentration in Demography and Population Studies, from the University of Liberia and is currently pursuing a Master of Business Administration in Banking and Finance at the University of Liberia. He has also undertaken professional training in strategic budgeting and financial planning, public financial management, IPSAS reporting and execution, IFMIS, medium-term budget execution, rule of law and public administration, and merit-based civil service appointments.
He is recognized for his strategic leadership, integrity, analytical and decision-making abilities, strong communication and interpersonal skills, and results-oriented approach to institutional development. His extensive experience in public administration and organizational reform continues to support the Civil Service Agency’s mandate to strengthen Liberia’s public service and promote a professional, efficient, accountable, and responsive civil service.
