Dr. Josiah F. Joekai, Jr. is a distinguished Liberian public servant, scholar, published author, and reform-driven leader with extensive professional experience spanning education management, security sector reform, elections management, democratic governance, and human resource management. He currently serves as Director General of the Civil Service Agency of Liberia, where he provides strategic leadership and oversight for more than 65,000 government employees across 109 public institutions. In this capacity, he champions merit-based recruitment, workforce professionalization, employee development, institutional accountability, and a positive workplace culture to build a more efficient, responsive, and results-oriented public service.
Beyond his national responsibilities, Dr. Joekai serves as Chairman of the Health and Public Service Network of Africa (HaPSNA), where he advances innovative approaches to integrating healthcare professionals into national civil service systems and strengthening public-sector health workforce governance across Africa. He also serves as Chairman of the President’s Young Professionals Program (PYPP), Liberia’s premier leadership development and public-service pipeline for emerging professionals. His leadership is defined by innovation, collaboration, institutional reform, and a sustained commitment to developing the next generation of public-sector leaders.
Dr. Joekai is a recognized trailblazer in public-sector leadership and human resource transformation. He is a published author and recipient of the DMT Solutions Global Corporation ICARE Award, recognizing his innovative, collaborative, accountable, resourceful, and efficient leadership. He earned his bachelor’s and master’s degrees in political science and government from the University of Liberia and a Ph.D. in Industrial and Organizational Psychology with distinction from Adler University in the United States. In 2025, Adler University selected him to deliver the Graduate Commencement Address, representing a graduating class of approximately 300 students across various academic disciplines.
Dr. Joekai’s career reflects a commitment to public service, institutional transformation, human capital development, and purposeful leadership. Through his national and continental engagements, he continues to help build stronger institutions, develop people, and advance effective governance. He is married, and his family is blessed with three sons.
