The Civil Service Agency (CSA), led by Director-General Dr. Josiah F. Joekai, Jr., has unveiled its transformative 2025–2029 Strategic Plan, aimed at modernizing Liberia’s civil service. The plan focuses on enhancing institutional capacity, governance, and service delivery, aligning with the Government of Liberia’s ARREST Agenda for Inclusive Development (AAID). This agenda emphasizes critical sectors such as Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism.
Speaking at the launch, Dr. Joekai highlighted the importance of collaboration and innovation in achieving the plan’s objectives. He described the Strategic Plan as not just a roadmap but a catalyst for national progress. Its implementation aims to build an efficient, equitable, and modern civil service capable of addressing contemporary challenges and opportunities.
As the statutory human resources arm of the government, the CSA plays a key role in driving public sector efficiency, workforce management, and policy implementation. The Strategic Plan is built around five pillars: Institutional Effectiveness, Research and Innovation, Sustainability and Resilience, Capacity Building, and Stakeholder Engagement. Together, these pillars aim to address systemic inefficiencies, encourage evidence-based policymaking, strengthen public-private sector partnerships, and build a resilient workforce.
The CSA also plans to optimize internal processes, improve interdepartmental coordination, and enhance financial management systems to ensure accountability and efficiency. Key initiatives include conducting internal process audits, streamlining workflows, and implementing performance-based workforce management systems, promoting merit-based recruitment and fair performance evaluations.
Aligned with the ARREST Agenda, this Strategic Plan demonstrates the CSA’s commitment to advancing Liberia’s national development goals through economic transformation, good governance, and human capital development.
The CSA has already made strides with reforms such as the Employees Status Regulation Project (ESRP), Legal Power of Attorney (LPA) Scheme, Civil Service Training Center (CSTC), and Automated Civil Service Test, which have improved payroll management, workforce accountability, and operational systems.
Dr. Joekai expressed gratitude to His Excellency President Joseph Nyuma Boakai, Sr., for his visionary leadership and dedication to governance reform. He also acknowledged the efforts of his deputies, Hon. Darlington A.P. Smith and Hon. Dahnu Miayen, CSA staff, consultants, and technical advisors for their commitment and expertise. Lastly, he stressed the vital role of development partners and stakeholders, whose continued collaboration is crucial for achieving the CSA’s vision of a modern, resilient, and citizen-centered civil service.
