CSA Delegation Embarks on KAIZEN Training in Ghana to Boost Public Service Delivery

An eight-member delegation from the Liberian Civil Service Agency (CSA) has embarked on a two-week capacity-building training at the Ghana Civil Service Training Center in Accra, Ghana.

The training, scheduled from February 10-21, 2025, is part of the Third Country Training Program on “KAIZEN for Enhanced Public Service Delivery,” funded by the Japan International Cooperation Agency (JICA); designed to improve productivity and efficiency in the civil service.

The program brings together participants from Liberia, Sierra Leone, and Ghana to explore KAIZEN methodologies for public sector transformation. The word “Kaizen” derives from the Japanese business philosophy that involves making small, continuous improvements to improve an organization’s processes and products. The term translates to “change for the better” or “continuous improvement”.

The CSA delegation is led by Principal Administrative Officer (PAO) Mr. Alfred Drosaye, who is accompanied by Mr. Roger Abim-Karmon, Special Technical Assistant to the Director-General; Mr. Joe Greaves, Technical Assistant to the Deputy Director-General for Human Resources Management and Policy; and Mr. George Collins, Technical Assistant to the Hon. Deputy Director-General for Administration and Finance; Ms. Florida B. Cummings, Senior Executive Secretary to the office of the Hon. Director-General.

Also attending are Ms. Sylvia Squire, Deputy Director for Career Management and Training Division; Ms. Edleen T. Clarke, Deputy Director for the Civil Service Reform Division; and Mrs. Kumba Zota Kiadii, Assistant Director for Career Management and Training Division.

Their participation highlights CSA’s commitment to strengthening governance and enhancing service delivery through international collaboration and continuous professional development.
