Monrovia, August 29, 2025 – The Civil Service Agency (CSA), in collaboration with the Ministry of Finance and Development Planning (MFDP), on Tuesday, August 26, 2025, began the Annual Manpower Hearing and Budgeting (AMHB) sessions for 105 government spending entities.
The AMHB, held every year, is a structured and strategic exercise that provides government institutions with a formal platform to present, justify, and defend their manpower needs for the upcoming fiscal year. Its primary goal is to ensure that staffing levels remain appropriate, cost-effective, and aligned with national priorities.
According to the CSA’s Principal Administrative Officer, Mr. Alfred Drosaye, the hearings are a critical step in preparing the 2026 Fiscal Year Budget, particularly in relation to personnel expenditures.
“This process gives each actor their defined roles to ensure that manpower planning and decision-making are transparent, evidence-based, and aligned with national priorities,” Mr. Drosaye explained.
He further emphasized that the exercise would help clarify each institution’s staffing requirements, confirm their cardinal establishment positions, and validate their nominal rolls in line with CSA’s personnel planning procedures.
Mr. Drosaye noted that this understanding not only equips civil servants and agencies to prepare effectively but also enforces compliance with CSA standards. “This is part of broader efforts to promote transparency and accountability, provide oversight of workforce expansion, and prevent unauthorized recruitments,” he added.
The manpower planning and budgeting sessions will run from August 26 to September 8, 2025, and will bring together senior executives, human resource directors, and other key staff from all 105 government spending entities.
