The Civil Service Agency (CSA) is set for a resounding 2025, as declared by the Agency’s Director-General, Dr. Josiah F. Joekai, Jr., during the first general staff meeting of the year held on Friday, January 17, 2025. Dr. Joekai emphasized the importance of fostering mutual concern and positive thinking among all employees. He highlighted that such an attitude should extend beyond work-related matters to personal issues that may require the attention and support of colleagues.

The Hon. Director-General underlined the need for a more interactive and supportive workplace environment, recognizing that the well-being of employees is paramount to the success of the agency. He stressed that creating a culture of care and positive engagement would not only enhance productivity but also build a stronger, more cohesive workforce.

In an unprecedented move to bolster this vision, Dr. Joekai announced the introduction of “CSA Employee Time.” This new initiative, set to be observed every Friday, aims to provide an open-door policy where any staff member can book to meet with the Director-General in his office. Employees are encouraged to discuss both job-related concerns and personal matters that require his attention. This initiative is designed to break down hierarchical barriers and ensure that every staff member, regardless of their status or position, has direct access to the head of the agency.

The announcement of “CSA Employee Time” was met with enthusiasm and appreciation from the staff. Employees expressed their satisfaction with the initiative, noting that it provides a valuable opportunity for direct communication and support from the Director-General. The move is seen as a positive step towards creating a more cohesive and engaged workplace at the Civil Service Agency.

Staff members are optimistic that the new initiative will foster a sense of community and belonging within the agency. By ensuring that employees feel heard and valued, the CSA aims to build a supportive work environment that nurtures both personal and professional growth. Dr. Joekai’s commitment to open communication and employee well-being is expected to drive the agency towards a year of resounding success in 2025.

The Civil Service Agency, established in 1973 by an Act of the Legislature, is a central government body responsible for managing the civil service workforce. Its primary role is to ensure the efficiency, effectiveness, and professionalism of the civil service. The CSA handles various functions, including human resource management, recruitment, training and development, performance management, and career development of civil servants.

With just under a year ahead, the CSA, under the leadership of Dr. Josiah F. Joekai, Jr. as the Director-General and ably supported by his two deputies—Hon. Darlington A. P. Smith, Deputy Director-General for Human Resource Management and Policy, and Hon. Dahnu Miayen, Deputy Director-General for Administration and Finance—has enjoyed commendable policy reforms and structural achievements. This declaration by the Hon. Director-General further assures all civil servants and Liberians in general of a truly resounding 2025.
