Staff of CSA Ready For Transformation Upon Returning From Ghana—KAIZEN Training

A wave of innovation is about to sweep through Liberia’s civil service as eight dynamic staff members from the Civil Service Agency (CSA) have returned, energized and equipped, from Ghana after participating in an intensive advanced training on KAIZEN methodologies—ready to champion service delivery transformation across government institutions.
The month-long training, fully sponsored by the Japan International Cooperation Agency (JICA), was split into two phases: a virtual session in Liberia and an immersive two-week in-person training at the Ghana Civil Service Training Center. The program, held under the Third Country Training Program (TCTP), brought together participants from Liberia, Ghana, Sierra Leone, and Nigeria under the theme “Kaizen for Enhanced Public Service Delivery for English-Speaking West African Countries.”
At the heart of this training was KAIZEN, a Japanese concept meaning “continuous improvement”—a philosophy that drives efficiency, productivity, and cost-effective innovation. Through hands-on exercises, group discussions, and practical applications, the Liberian delegation explored ways to apply these principles to public administration.
Leading the charge was Principal Administrative Officer (PAO) Mr. Alfred Drosaye, alongside a powerhouse team including Mr. Roger Abim-Karmon, Special Technical Assistant to the Director-General; Mr. Joe Greaves, Technical Assistant to the Deputy Director-General for Human Resources Management and Policy; and Mr. George Collins, Technical Assistant to the Hon. Deputy Director-General for Administration and Finance; Ms. Florida B. Cummings, Senior Executive Secretary to the office of the Hon. Director-General.
Also amongst the attendees were Ms. Sylvia Squire, Deputy Director for Career Management and Training Division; Ms. Edleen T. Clarke, Deputy Director for the Civil Service Reform Division; and Mrs. Kumba Zota Kiadii, Assistant Director for Career Management and Training Division.
Upon their return on February 24, 2025, the team met with CSA Director-General Hon. Josiah F. Joekai, Jr., Ph.D., reaffirming their commitment to integrating KAIZEN into Liberia’s governance framework. With their enhanced skills, they are now set to lead a service delivery revolution, rolling out practical solutions across Government Spending Entities and reinforcing CSA’s commitment to continuous professional development and international collaboration.
One tiny step at a time, this represents a daring move from the CSA’s leadership continuous aim at a more inventive, efficient, and citizen-focused public service in Liberia.
