POSITION TITLE:  System Administrator, TESTING

REPORTS DIRECTLY TO: ASSISTANT DIRECTOR, IT

SUPERVISES: Testing Officers, Other Testing Center Staff

DEPARTMENTAL/FUNCTIONAL RELATIONS: Others

EXTERNAL RELATIONS:

Non-government organizations (NGOs), Tertiary Institutions, Ministries, Agencies and Commissions, Consultants, and Recruitment Agencies.

PURPOSE:

The System Administrator will work as part of a small team responsible for managing the Civil Service Automated Testing System.  The System Administrator will also run the daily monitoring, controlling, and technical reporting of the automated testing system. This would also include analyzing future requirements and system upgrade plans.

DUTIES AND RESPONSIBILITIES:

  • Install, configure, and optimize operating systems.
  • Installs, tests, and documents security patches.
  • Develops, tests, documents, implements, and enhances backup and recovery procedures.
  • Develops, documents, implements, and enhances applications change-management procedures and activities.
  • Manage and administer all system users.
  • Maintain and document all system users for audit trail;
  • Monitor all software and hardware products and ensure compliance with Data Center standards and best practices.
  • Arranging for the repair of hardware during hardware failures.
  • Administer user permissions & administration
  • Perform post-incident reviews
  • Plan for redundancies, rollovers & recoveries
  • Monitor performance and maintain systems according to requirements
  • Install the operating system, necessary files, and other related software.
  • Ensuring user activities are in compliance with The Agency’s IT policies and procedures.
  • Administration and maintenance of all servers.
  • Maintain software library and backup media library; and
  • Perform other related duties as assigned by the authority.

EDUCATIONAL QUALIFICATION AND WORK EXPERIENCE:

  • Computer Science, Technical specialized Certificate/Diploma or requisite work experience
  • Strong interpersonal and managerial skills.
  • Good communication, report writing and decision-making skills;
  • Ability to encourage and motivate the workforce under the incumbent circumstances.
  • Ability to work in a team with decision-making capabilities under stressed conditions.
  • Hands-on experience and knowledge with a minimum of two operating systems such as LINUX, Solaris, and Windows.
  • Ability to understand and absorb new technologies and interest in continuous learning.

 

OTHER REQUIREMENTS: KNOWLEDGE, SKILLS, AND ABILITIES:

  • Determine the need for customization of system functionalities
  • Based on emerging business plans of the Agency, identify potential customizations/ enhancements requirements
  • Use of various open software tools for improving efficiency
  • Recommend tools required for the job role
  • Design and recommend to the supervisor the most appropriate solution for implementation

ORGANIZATIONAL PROFILE:

The Civil Service Agency (CSA) was established in 1973 by an Act of the Legislature to increase efficiency in the civil service and act as the central personnel agency of MACs. The CSA is independent of all other Ministries and Agencies of Government and serves as the central government agency responsible for managing the Civil Service. It is responsible for improving the human resources, service delivery, effectiveness, and efficiency of the service, which entails planning human capacity needs, recruitment and selection, training and development, performance management, and career development of civil servants. Additionally, the CSA provides policy advice to the Government of Liberia in key areas of the Civil Service including organization, Staffing, pay and benefits, pension, conditions of service, and human resources development.

Ultimately, the CSA ensures that the Liberian civil service is competent, professional, and motivated and that it meets the workforce needs of the Government and delivers quality, efficient services to the people of Liberia.
