Empowering Liberia’s Civil Servants: CSA and NHA Unite to Make Homeownership a Reality

In a bold and forward-thinking move to address the longstanding housing challenges faced by Liberian civil servants, the Civil Service Agency (CSA) and the National Housing Authority (NHA) have partnered to launch a transformative housing program. This initiative aims to provide pre-ownership opportunities through structured repayment plans, paving the way for civil servants to achieve affordable homeownership.
The collaboration officially commenced on March 19, 2025, during a pivotal meeting attended by Hon. Josiah F. Joekai, Director-General of the CSA, accompanied by his senior leadership team, and Hon. Florence K. Geegbae, Managing Director of the NHA, along with her management team.
In his opening remarks, Dr. Joekai highlighted the urgent need to alleviate the housing burdens faced by civil servants, emphasizing their vital role in Liberia’s national development. Drawing inspiration from successful housing programs in neighboring Ivory Coast, he underscored that this initiative reflects the power of visionary and constructive leadership.
“By embracing forward-thinking approaches, leaders can identify challenges and transform them into opportunities,” Dr. Joekai remarked. “It is through deliberate measures, bold decision-making, and a commitment to innovative solutions that we can create meaningful possibilities to improve access to affordable housing for the nation’s dedicated workforce.”
Hon. Florence K. Geegbae echoed this sentiment, emphasizing the importance of strong national policies in ensuring the program’s success. She referenced findings from the NHA’s feasibility study—conducted across various government institutions—which reinforced the pressing need for such an initiative.
In its initial phase, the partnership will focus on identifying eligible participants and suitable locations for community-based housing developments. The CSA, as the leading authority on Liberia’s civil service sector, will take a pivotal role in guiding the program to fruition.
Also present was CSA’s Deputy Director-General for Administration and Finance, Hon. Dahnu Miayen, who has been entrusted by the Director-General to establish and lead the CSA’s technical team—a key component in advancing this initiative.
To ensure progress, both organizations have agreed to form a joint technical working group that will meet regularly to develop the policies and strategies necessary to bring this vision to life.
The Civil Service Agency (CSA) is tasked with overseeing and regulating Liberia’s civil service sector, focusing on recruitment, capacity building, and the effective management of human resources across government institutions. Meanwhile, the National Housing Authority (NHA) is responsible for implementing housing policies, developing affordable housing projects, and promoting sustainable urban and rural housing initiatives to address Liberia’s housing needs.
Together, the CSA and NHA reaffirm their steadfast commitment to delivering sustainable solutions that will transform the dream of homeownership into reality for Liberia’s hardworking civil servants.
