CSA Signs Vehicle Insurance Loan Agreement, Places 304 ELWA Hospital Employees On Government Payroll

Monrovia, Liberia – The Government of Liberia, through the Civil Service Agency (CSA) and the National Insurance Company of Liberia (NICOL), has signed a landmark Vehicle Insurance Loan Memorandum of Understanding (MoU) with the International Bank (Liberia) Limited.
The MoU was signed on Tuesday, May 12, 2026, in the Charles Gbenyon Press Hall at the Ministry of Information during the Ministry’s regular press briefing.
CSA Director-General Dr. Josiah F. Joekai Jr. led the process and signed on behalf of the Civil Service Agency, while NICOL Acting Managing Director Abdullah S. Swaray and Kojo Weeks of the International Bank (Liberia) Limited signed on behalf of their respective institutions.
The Minister of Transport, Ralph Sirleaf Tyler, signed as witness to the agreement.
Under the terms of the MoU, government employees covered under the Legal Power of Attorney (LPA) Scheme will have their vehicles registered and insured by NICOL.
The CSA, as manager of the Government’s centralized payroll system, will facilitate monthly salary deductions from beneficiaries over a six-month period and remit the funds to the operational account at “IB Bank”.
Providing an overview of the Vehicle Insurance Loan initiative, Dr. Joekai described the program as a major relief for civil servants who often directly shoulder the financial burden of vehicle registration and insurance.
He further noted that the LPA Scheme has become an important welfare tool for government employees.
“NICOL makes it 12 vendors on the LPA Scheme. Also, Empire Building Material Store has been onboarded, increasing the number of vendors to 13,” Dr. Joekai stated.
The CSA Director-General also disclosed that approximately 9,000 government employees are currently benefiting from the Legal Power of Attorney (LPA) Scheme, with more than US$100,400 processed through 1,051 transactions since the initiative was launched in 2024.
In brief remarks, NICOL Acting Managing Director Abdullah S. Swaray announced that the Vehicle Insurance Loan program will officially commence on Monday, May 18, 2026. Meanwhile, the Civil Service Agency has successfully implemented the mandate of President Joseph Nyuma Boakai Sr. by placing employees of Eternal Love Winning Africa (ELWA) Hospital on the Government’s centralized payroll system.
“That process has been completed. The CSA worked with the Ministry of Finance and Development Planning and the Ministry of Health to fully implement the President’s mandate,” Dr. Joekai said.
According to the CSA Director-General, 304 employees of ELWA Hospital were transitioned to the Government payroll and received salaries for the month of April. “This is significant. We were able to process their April salaries with a total value of US$114,514.36. This demonstrates more than political will; it reflects a government that is pro-worker and pro-family,” Dr. Joekai asserted.
Dr. Josiah F. Joekai Jr. concluded by thanking President Joseph Nyuma Boakai Sr. for his vision and exceptional leadership, noting that the CSA is making every effort to ensure that ELWA Hospital employees also receive their retroactive payments for March.
