DG Joekai Spearheads Headcount at the House of Representatives, acknowledging the Hon. Speaker and Members’ Supports

The Civil Service Agency (CSA) has initiated a comprehensive headcount for staff assigned to the House of Representatives Central Administrative Office. This exercise is part of the CSA’s ongoing nationwide employee physical verification and headcount exercise of all employees within the 103 spending entities of government, launched and mandated by His Excellency President Joseph Nyuma Boakai, Sr., on July 4, 2024.

During his visit to the ongoing exercise, the Director-General of the CSA, Hon. Josiah F. Joekai, Jr., emphasized the importance of professionalism and cordiality among CSA Data Analysts. He highlighted that the primary goal of this headcount is to identify legitimate employees at the central office, ensuring that the national payroll is accurate and accountable.

“This process is intended for us to fix our civil service; civil servants are to be identified and verified. Let’s work in calm, caution, and acceptance,” stated Hon. Joekai.

The leadership of the House of Representatives has fully endorsed this initiative, agreeing to be guided by the Standing Orders of the Civil Service. They have expressed their commitment to supporting the CSA in ensuring the headcount is conducted thoroughly and accurately.

“We need to know who our civil servants are. Be assured that the House of Representatives is in full support of the process,” the CSA boss emphasized.

DG Joekai extended profound thanks and appreciation to the Honorable Speaker and Members of the Leadership of the House of Representatives for allowing the CSA to conduct the employee physical verification and headcount of civil servants of the central administration.

“This is laudable and highly appreciated by the CSA. The exercise will help the House and the CSA in uncovering ghost employees, double dippers, and duplicate accounts,” he added.

The House of Representatives of Liberia is the lower chamber of Liberia’s bicameral legislative branch. Its primary functions are representation, oversight, and lawmaking, while the Civil Service Agency, established by an Act of the Legislature in 1973, serves as the central personnel agency of the government, with key functions to manage the civil service workforce, ensuring compliance with established regulations and procedures; aims to increase efficiency in the civil service and ensure a merit-oriented system throughout the civil service; oversees the national payroll, ensuring accuracy and accountability; and implements policies related to civil service management and reforms.
