Liberia – October 14, 2026: The Director-General of the Civil Service Agency (CSA), Dr. Josiah F. Joekai, Jr., has launched the 5-Year Strategic Plan and Institutional Framework of the Ministry of Gender, Children and Social Protection.

The document was launched on Wednesday, October 14, 2026, in the ballroom of the Ministerial Complex in Congo Town. According to the Ministry, the 5-Year Strategic Plan and Institutional Framework aim to strengthen governance, promote inclusion, and improve social protection services across Liberia.

Dr. Joekai, while launching the instruments, commended the leadership and technical team of the Ministry of Gender, Children and Social Protection for developing a comprehensive strategic plan designed to address existing gaps, promote fairness, and ensure that all segments of society are considered in the delivery of gender and social protection services.
Emphasizing the importance of engaging stakeholders and building an inclusive system that responds to the needs of the Liberian people, the CSA boss particularly praised the planโ€™s detailed financial component, noting that its cost estimates and resource requirements distinguish it from many other strategic plans.
โ€œThe document outlines the resources needed for research, monitoring and evaluation, resource management, social protection, and systems development and management, providing a practical foundation for implementation, budgeting, and accountability. For this, we are proud of the Ministry of Gender,โ€ Dr. Joekai stated.
The CSA Director-General also highlighted the planโ€™s alignment with the Government of Liberiaโ€™s ARREST Agenda for Inclusive Development (AAID), noting that its focus on equality, justice, transparency, accountability, effective service delivery, collaboration, and partnership reflects the governmentโ€™s broader development priorities.
He said the alignment strengthens the planโ€™s relevance and positions it as an important framework for advancing institutional performance and public service delivery.
Dr. Joekai assured the Minister of Gender, Children and Social Protection, Madam Gbeme Horace-Kollie, and her team that the Civil Service Agency is committed to working closely with the Ministry, particularly in personnel management and addressing staffing needs.
โ€œAn effective and adequately supported workforce would be essential to achieving the objectives of the strategic plan and ensuring that the Ministry delivers on its mandate.โ€
The CSA Director-General described his role in launching such an important document as both an honor and a cherished responsibility.
Dr. Josiah F. Joekai, Jr., ended by declaring the Ministry of Gender, Children and Social Protectionโ€™s Five-Year Strategic Plan and Institutional Framework for 2026โ€“2030 officially launched in the name of His Excellency President Joseph Nyuma Boakai, Sr., whose long-held vision and leadership are improving governance and strengthening public institutions.
According to him, the framework is expected to guide the Ministryโ€™s priorities, resource allocation, and institutional activities over the next five years, with its ultimate success depending on effective implementation, sustained collaboration, and accountability in delivering services to the people of Liberia.
