𝗖𝗮𝗯𝗶𝗻𝗲𝘁 𝗦𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝗶𝗮𝘁 𝗖𝗼𝗻𝗱𝘂𝗰𝘁𝘀 𝗠𝗶𝗱𝘁𝗲𝗿𝗺 𝗣𝗲𝗿𝗳𝗼𝗿𝗺𝗮𝗻𝗰𝗲 𝗥𝗲𝘃𝗶𝗲𝘄 𝗔𝘁 𝗖𝗶𝘃𝗶𝗹 𝗦𝗲𝗿𝘃𝗶𝗰𝗲 𝗔𝗴𝗲𝗻𝗰𝘆 𝘁𝗼 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻 𝗔𝗰𝗰𝗼𝘂𝗻𝘁𝗮𝗯𝗶𝗹𝗶𝘁𝘆

In an effort to strengthen performance management, accountability, and compliance within the Liberian civil service, the Civil Service Agency (CSA) on Wednesday, September 16, 2026, hosted a team from the Ministry of State for Presidential Affairs, under the Cabinet Secretariat, for a midterm review of its performance.

The one-day exercise focused on assessing the Agency’s progress toward institutional targets, reviewing reported achievements, and supporting evidence to verify the progress documented in its performance reports.

At the meeting, CSA Director for Strategic Planning, Research, Monitoring and Evaluation, Mr. Isaac Gorvego, said the Agency is among institutions required to provide evidence of activities and achievements reported under the Performance Management System (PMS).

During the review exercise, the Civil Service Agency presented documents related to its PMS target-setting and performance-planning processes, along with reports on ongoing institutional activities and projects.

Mr. Gorvego explained that the midterm review also provided an opportunity to identify areas where reported achievements require additional supporting documentation. He emphasized that implementation alone is not sufficient if achievements are not properly documented and reported. “You can do your best, but if you are not documenting and reporting it, nobody knows what you are doing,” he explained.

The Director for Strategic Planning, Research, Monitoring and Evaluation acknowledged that the Agency has made progress in several areas but noted that evidence gathering and documentation remain challenges requiring greater attention. The PMS midterm review is expected to provide feedback on the Agency’s performance and help identify areas requiring improvement ahead of the annual performance assessment later in the year.

The exercise, which was also attended by the Acting Director-General of the Civil Service Agency, Hon. Edwin K. Jallah, forms part of broader efforts to promote results-based management, accountability, effective documentation, and improved institutional performance across Liberia’s public service.
