๐ ๐ผ๐ป๐ฟ๐ผ๐๐ถ๐ฎ, ๐๐ถ๐ฏ๐ฒ๐ฟ๐ถ๐ฎ โ ๐๐๐ด๐๐๐ ๐ฑ, ๐ฎ๐ฌ๐ฎ๐ฒ โ A three-day Public Administration Sector Working Group Engagement on the preparation of the Fiscal Year 2027 National Budget has commenced at the Civil Service Agency (CSA), Ellen Johnson Sirleaf Ministerial Complex, in Congo Town, Monrovia.
The CSA is serving as the Public Administration Sector Lead Convener, while the Ministry of Finance and Development Planning is the Co-Convener. Participants are drawn from the Planning, Monitoring and Evaluation, Human Resource Management, Finance, and Gender Units from the 109 Government Spending Entities.
In his address at the opening of the meeting on Wednesday, August 5, 2026, the Director-General of the Civil Service Agency, Dr. Josiah F. Joekai, Jr., urged representatives from the Government Spending Entities to engage in in-depth discussions about various tools and documents that underpin the Public Administration component of the government during budget management. Dr. Joekai named the Budget Call Circular, Budget Policy Note, Baseline Costing Template, and Project Costing Template as key tools to be explored during the course of the engagement.
โThe Public Administration Sector of government is very critical. This sector anchors the governmentโs performance, and when we talk about administrative services across government, it is this sector; and when we talk about compensation management, it is this sector. Therefore, you have a critical role to play,โ Dr. Joekai stated.
The Civil Service Agency Director-General reminded participants that while the fiscal space is managed by the Ministry of Finance and Development Planning, the Public Administration Sector must be fully prepared to ensure that all personnel functionaries of government are positioned to deliver optimal results. He also used the occasion to call on the Ministry of State for Presidential Affairs and the Liberia Institute for Public Administration (LIPA) to be a part of the Public Administration Sector Working Group.
Speaking on behalf of the Minister of Finance and Development Planning, Hon. Augustine Kpehe Ngafuan, the Director of the Public Administration Sector, John D. Monger, said participants will deliberate on key issues that are fundamental to the budget preparation process.
The Public Administration Sector Working Group Engagement is the initial but critical step in the strategic phase of the FY2027 National Budget cycle. It provides a bottom-up approach that identifies priorities and activities that will form the foundation of the national budget.
