๐ด๐ค๐๐ง๐๐ซ๐๐, ๐ณ๐๐๐๐๐๐ โ ๐จ๐ช๐๐ช๐๐ฉ 20, 2026: The Civil Service Agency (CSA) on Thursday, August 20, 2026, held a one-day engagement meeting with Government of Liberia (GOL) consultants assigned to various Government Spending Entities.
The engagement meeting was intended to familiarize the consultants with the Governmentโs Centralized Consultancy Program, jointly managed by the Civil Service Agency (CSA) and the Ministry of Finance and Development Planning (MFDP).
Delivering special remarks at the meeting, the Chairman of the Consultancy Program Steering Committee and Director-General of the Civil Service Agency, Dr. Josiah F. Joekai, Jr., commended GOL consultants for their contributions to public sector growth and development.
Dr. Joekai noted that the current cohort of GOL consultants, recruited under the new consultancy regime, has made significant contributions to productivity, professionalism, and integrity within the public service across the 109 Government Spending Entities.
โThe CSA acknowledges and appreciates the quality of work you are doing at your various entities. You are doing a great job because you are qualified and you are doing your work professionally,โ the CSA Director-General asserted.
Dr. Joekai further challenged the consultants to deliver even more by paying keen attention to performance indicators, continuous learning, and professional self-development. He cautioned that the Government will not renew the contracts of consultants whose performance is consistently poor or fails to meet established expectations as indicated in the contract.
According to Dr. Joekai, a comprehensive review of the previous consultancy regime revealed that, in 2023, 6.1 million was lost to servicing nearly 1000 consultants. Through deliberate reforms, Dr. Joekai stated that the entire Centralized Consultancy Program, under the current Government, has not exceeded 100 professional experts and specialists, a transformation that has led to significant savings of about 4.7 million.
โWith the support of the President, His Excellency Joseph Nyuma Boakai, Sr., we have restructured the entire Government of Liberia consultancy regime, reduced the number of consultants and the wage bill, and yet, we have increased productivity in public serviceโ Dr. Joekai disclosed.
The one-day engagement provided consultants with an in-depth orientation on the Governmentโs centralized consultancy framework. Participants were taken through key aspects of the regime, including its management structure, recruitment process, contract preparation and signing, consultant classification and compensation, requirements and reporting procedures, and other relevant guidelines.
The engagement served as an opportunity for consultants to gain a clearer understanding of their roles and responsibilities under the restructured consultancy framework and the Governmentโs expectations regarding performance and accountability.
The Civil Service Agency remains committed to fully implementing the Government Centralized Consultancy Program, designed to eliminate unnecessary expenditure and duplication, while strengthening oversight, accountability, coordination, and effective management across Government Spending Entities.
