𝗖𝗦𝗔, 𝗠𝗙𝗗𝗣 𝗖𝗼𝗻𝗱𝘂𝗰𝘁 𝗛𝘂𝗺𝗮𝗻 𝗥𝗲𝘀𝗼𝘂𝗿𝗰𝗲 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗼𝗻 𝗠𝗮𝗻𝗽𝗼𝘄𝗲𝗿 𝗣𝗹𝗮𝗻𝗻𝗶𝗻𝗴 𝗮𝗻𝗱 𝗕𝘂𝗱𝗴𝗲𝘁𝗶𝗻𝗴

𝙈𝙤𝙣𝙧𝙤𝙫𝙞𝙖, 𝙇𝙞𝙗𝙚𝙧𝙞𝙖 — 𝘼𝙪𝙜𝙪𝙨𝙩 11, 2026: The Civil Service Agency (CSA), in collaboration with the Ministry of Finance and Development Planning (MFDP), has conducted a one-day Human Resource Training on Manpower Planning and Budgeting for Human Resource Directors and Technical Personnel Officers of the One Hundred and Nine (109) Government Spending Entities.

The training, conducted on Tuesday, August 11, 2026, at the Ellen Johnson Sirleaf Ministerial Complex in Congo Town, is part of preparations for the Annual Manpower Planning and Budgeting Exercises for Fiscal Year 2027.

The training was held under the theme: “𝗣𝗹𝗮𝗻𝗻𝗶𝗻𝗴 𝗧𝗼𝗱𝗮𝘆 𝗳𝗼𝗿 𝗮 𝗦𝘁𝗿𝗼𝗻𝗴𝗲𝗿 𝗖𝗶𝘃𝗶𝗹 𝗦𝗲𝗿𝘃𝗶𝗰𝗲 𝗧𝗼𝗺𝗼𝗿𝗿𝗼𝘄.” It was organized to strengthen participants’ capacity in manpower planning, budgeting, fiscal discipline, and the effective management of human resources in line with Government’s priorities during the execution of the FY 2027 National Budget.

Delivering remarks on behalf of the Director-General of the Civil Service Agency, the Deputy Director-General for Administration and Finance, Atty. Dahnu Mianyen, emphasized the importance of strategic manpower planning in strengthening the effectiveness and sustainability of Liberia’s Civil Service.

Atty. Mianyen stressed the need for Government Spending Entities to work closely with the Civil Service Agency to ensure staffing decisions are based on institutional needs, available resources, and the broader priorities of the Government.

The CSA Deputy Director-General for Administration and Finance said effective manpower planning goes beyond determining the number of employees required by an institution. He emphasized the importance of having the right personnel available to support institutional mandates and improve public service delivery.

Providing participants with an overview of the upcoming Annual Manpower Hearing and Budgeting Exercises, the Principal Administrative Officer (PAO) of the Civil Service Agency, Mr. Alfred Drosaye, said the Annual Manpower Hearings provide an opportunity to assess the personnel needs of government institutions, identify staffing gaps, and ensure that proposed manpower requirements are adequately justified and aligned with institutional mandates.

The workshop featured a presentation by Mr. Marvelous D. Weah, Director of Compensation and Expenditure Controls at the Ministry of Finance and Development Planning, on the topic “Linking Manpower Planning to the National Budget: Fiscal Discipline, Resource Allocation and Effective Public Service Delivery.”

The presentation underscored the direct relationship between manpower planning and the national budget, emphasizing the need for government institutions to exercise fiscal discipline while ensuring that personnel expenditures are aligned with available public resources.

Participants also benefited from technical sessions covering the Preparation of Personnel Listings; Common Errors and Quality Assurance; and Preparation of Manpower Plans. The sessions were designed to provide practical knowledge to improve the accuracy and quality of manpower submissions and strengthen compliance with established government planning and budgeting procedures.

The workshop forms part of the CSA’s broader efforts to strengthen human resource management, institutional planning, fiscal prudence, and public service delivery across government.
