Role and Responsibility of the CSA’s Communications and Public Relations Unit

The Communications and Public Relations Division (CPRD) is established as a core functional division of the Civil Service Agency, mandated to serve as the central authority for institutional communication, public engagement, media relations, and digital communication systems.

The Division functions as the strategic interface between the Agency and its internal and external stakeholders. It ensures that all communication emanating from the CSA is coherent, timely, accurate, and aligned with national public service reform objectives.

Beyond routine information dissemination, the CPRD plays a critical role in shaping institutional perception, strengthening transparency, and fostering public trust in the civil service. It ensures that reforms are clearly communicated, understood, and supported by civil servants, policymakers, development partners, and the general public.

The Division also ensures that internal communication systems are sufficiently robust to support organizational alignment, staff awareness, and effective implementation of policies and reforms.

The Communications and Public Relations Division is mandated to design, coordinate, and implement all communication and public engagement functions of the Civil Service Agency.
In execution of this mandate, the Division shall:

  1. Provide strategic leadership in the development and implementation of communication frameworks aligned with CSA priorities and national reform agendas

    2. Serve as the official communication interface between the CSA and all external stakeholders, including the media, public institutions, development partners, and the general public

    3. Manage public relations activities to enhance institutional credibility, visibility, and reputation

    4. Promote transparency, accountability, and public awareness through the timely dissemination of accurate and relevant information

    5. Support internal communication systems to ensure that civil servants are informed, engaged, and aligned with institutional policies and reforms

    6. Lead the development, management, and continuous improvement of digital communication platforms and content ecosystems

    7. Ensure consistency in institutional messaging, branding, and public representation across all communication channels

    8. Provide advisory support to senior leadership on communication strategy, public perception, and stakeholder engagement
