Dahnu Mianyen – Deputy Director-General for Administration and Finance, Civil Service Agency of Liberia
Hon. Dahnu Mianyen, Esq. is a seasoned public administrator, Attorney-At-Law, development practitioner, and institutional leader serving as the Deputy Director-General for Administration and Finance of the Civil Service Agency (CSA) of the Republic of Liberia. With more than 17 years of professional experience in public administration, institutional management, development programming, project management, and public sector reform, he has built a distinguished career dedicated to strengthening institutions, advancing accountable governance, and improving public service delivery.
In his current capacity at the Civil Service Agency, Hon. Mianyen provides strategic leadership and oversight for the Agency’s administration, finance, procurement, institutional planning, logistics, assets, and operational management. He plays a central role in translating institutional priorities into effective programs and systems, strengthening internal controls, promoting prudent resource management, and ensuring that the Agency’s operations remain aligned with Liberia’s national development priorities.
He has contributed to several public sector modernization and institutional reform initiatives, including efforts to strengthen human resource management, workforce accountability, performance management, payroll administration, capacity development, and service delivery across Government Spending Entities. His work reflects a strong commitment to building a professional, merit-based, efficient, and responsive public service.
Hon. Mianyen began his public service career through the President’s Young Professionals Program (PYPP), one of Liberia’s premier leadership and public sector capacity-development initiatives. Following his participation in the program, he served at the Ministry of State for Presidential Affairs and subsequently at the Ministry of Youth and Sports, where he contributed to national youth development programs, institutional initiatives, and public sector reform efforts.
As a development practitioner and community relations specialist, Hon. Mianyen has worked extensively on the design, coordination, implementation, and management of development programs and donor-supported initiatives. His professional engagements have included collaboration with the African Development Bank (AfDB), World Bank, Mercy Corps, GIZ, and the Food and Agriculture Organization of the United Nations (FAO), among other national and international partners. His experience spans youth employment, skills development, institutional strengthening, community empowerment, project management, and public sector capacity development.
A strong advocate for accountable and results-oriented public administration, Hon. Mianyen brings together the disciplines of law, public administration, institutional leadership, and development practice. His approach to leadership emphasizes integrity, strategic planning, sound financial management, human capital development, accountability, innovation, and practical solutions to institutional challenges.
Hon. Mianyen is an Attorney-at-Law and holds a Bachelor of Laws (LL.B.) from the Louis Arthur Grimes School of Law, University of Liberia. He also holds a Master of Public Administration (MPA) from Cuttington University School of Graduate and Professional Studies and a Bachelor of Theology (B.Th.) from the United Methodist University.
Throughout his career, Hon. Mianyen has demonstrated a commitment to public service as a vehicle for national transformation. He continues to contribute to Liberia’s institutional development by supporting reforms that strengthen public sector governance, improve organizational performance, enhance accountability, and build a capable and professional civil service.
