As part of efforts to enhance collaboration in the public sector, the Civil Service Agency (CSA), the Governance Commission (GC), and the Liberia Institute of Public Administration (LIPA) have signed a Memorandum of Understanding (MoU) focused on effective public sector reforms and capacity building. The signing ceremony took place on October 1, 2024, in the Charles Gbenyon Conference Hall at the Ministry of Information, Cultural Affairs, and Tourism (MICAT) in Monrovia, Liberia.
Under the MoU, the three entities will incorporate a technical team member for the three institutions and relevant stakeholders, including partners to promote collaboration and the effective use of shared resources for sustainable reform initiatives and capacity building in the public sector.
The outlines of this framework for the establishment and operation of a technical working group (TWG), formed by the three entities, will serve as a collaboration platform to support the effective implementation of the MOU signed by the three institutions for enhanced public reform and capacity building.
Speaking during the signing ceremony, the Director General of the Civil Service Agency (CSA), Hon. Josiah F. Joekai Jr., said that with the consolidation of effort, the MoU objective will be met, and productivity across the government will be tremendously increased.
“I want to assure you of our commitment to the terms of the MoU, and as Co-Chair of this Arrangement, we will provide the required leadership,” Hon. Joekai disclosed.
For his part, the Director-General of the Liberia Institute of Public Administration (LIPA), Hon. Nee-Alah T. Varpilah, said that as the Secretariat of the Framework Agreement, the LIPA will provide administrative and logistical support to the Technical Working Group.
The LIPA boss added that his institute will serve as a focal point for coordinating training programs and capacity-building activities.
Meanwhile, as Chair of the MoU, the Acting Chairman of the Governance Commission, Hon. Prof. Alaric Torkpa, added that the GC will represent the technical working group in relevant forums and discussions related to public sector reform; “We will facilitate the overall coordination and leadership of TWG to develop and implement joint strategies and initiatives aimed at enhancing transparency of the public sector institutions.
