Monrovia, Liberia – August 20, 2025: The Civil Service Agency (CSA) on Wednesday joined partners, dignitaries, and families at the Ellen Johnson-Sirleaf Ministerial Complex to celebrate the graduation of the 11th cohort of the President’s Young Professionals Program (PYPP), Class XI.
The ceremony, graced by His Excellency President Joseph Nyuma Boakai, Sr., through the representation of Honorable Cornelia Kruah, Deputy Minister for Administration at the Ministry of State for Presidential Affairs, underscored PYPP’s impact over the last sixteen years in cultivating a pipeline of young leaders for the public sector.
As both Director-General of the CSA and Chair of the PYPP Board of Directors, Dr. Josiah F. Joekai, Jr. administered the Civil Service Oath to the graduates, a symbolic affirmation of their dedication to integrity, accountability, and service to the Liberian people.
“I strongly encourage host entities to continue absorbing those fellows fully into their payrolls, thereby reinforcing the government’s commitment to building institutional memories, continuity, and excellence in service delivery,” Dr. Joekai stated.
“As Chairman of the PYPP Board and Director General of the Civil Service Agency, I reaffirm my commitment to building a civil service that is ethical, professional, and merit-based,” Dr. Joekai emphasized, disclosing plans to all human resource directors and administrators at the spending entities to adapt to the modernization of the Liberian civil service.
The graduation carried added significance for CSA, which hosted three fellows during this cohort. Among them, two have since transitioned into permanent employment with the Agency. Edleen Tasha Clark, who holds an MBA in Project Management from Cardiff Metropolitan University, is serving as Deputy Director of Project Management in the Civil Service Reform and Policy Division. Robert Serge Saint-Pé, a 2021 honors graduate of the University of Liberia, is now serving as Assistant Director of Communications. The third fellow, Uriah Rico Daniel Innis, successfully completed his fellowship within the Career Management and Training Division.
Since its inception in 2009, PYPP has recruited, trained, and placed more than 200 young professionals across over 40 ministries and agencies, significantly contributing to Liberia’s long-term governance and development agenda. With Class XI’s 24 graduates, the program continues to solidify its reputation as the country’s foremost pipeline for civil service leadership.
