The North Central Alliance (NCA), on Wednesday, November 19, 2025, honored and gowned the Director-General of the Civil Service Agency (CSA), Hon. Josiah F. Joekai, Jr., in recognition of his recent academic achievement and outstanding public service.
Dr. Joekai, who recently earned a Doctorate in Industrial Psychology from Adler University in Chicago, USA, was also distinguished as the Graduate Speaker at the University’s November 2025 commencement ceremony.
His scholarly accomplishment and international recognition were celebrated by the NCA as a source of pride for Liberia.
In a brief ceremony that took Dr. Joekai by surprise, the President of the Alliance, Cllr. J. Allison Baco, accompanied by Prof. Dr. Kettehkumuehn Murray, Advisor to the Alliance, and the Alliance’s National Secretary-General, L. Moses K. Kwehai, praised Dr. Joekai for elevating Liberia’s image on the global stage. He commended the CSA Director-General’s visionary leadership and transformative reforms, which are reshaping Liberia’s public sector.
“There is no better time than now to honor him with flowers of appreciation and commendation,” Cllr. Baco declared, emphasizing that Dr. Joekai’s achievements symbolize the potential of Liberian professionals to excel internationally while driving national development.
In his acceptance and appreciation remarks, Dr. Joekai thanked the President, the delegation, and the entire leadership of the NCA for their thoughtfulness in conferring such an honor, which was followed by the gowning ceremony. He said it was an honor because the NCA is enriched with membership and citizenry comprising diverse professionals of every generation, and as a representative of the youth generation, he is humbly honored and deeply appreciative.
He emphasized that his achievement and recognition on such an international stage are not just for himself and his family but represent a significant win for Liberia. Receiving such an honor from a historically and nationally renowned organization like the NCA, coupled with the caliber of its membership, further encourages him to utilize his achievement for the betterment of Liberia, especially in the public sector, where he now serves as Director-General of the Civil Service Agency, the statutory central human resource management and policy arm of government responsible for managing the civil service.
The North Central Alliance (NCA) is a regional pro-democratic citizen movement established in 2014.
The NCA brings together citizens from Bong, Lofa, and Nimba Counties with the mission to strengthen unity among the five counties, promote adequate food production and agricultural development, and encourage full citizen participation in Liberia’s governance process.
The recognition of Dr. Joekai reflects the NCA’s broader vision of celebrating excellence, fostering unity, and encouraging citizens to contribute meaningfully to Liberia’s progress.
