ICT Director at CSA Explores AI for Public Good at Global Training in Brazil

Robert Serge Saint-Pé

Robert K. Bolay, Director of Information and Communications Technology at the Civil Service Agency (CSA), recently participated in a high-level training program on Artificial Intelligence (AI) in Public Service, held in São Paulo, Brazil, from April 8 to 11, 2025. The program, spearheaded by United Nations Educational, Scientific and Cultural Organization (UNESCO) and the International Telecommunication Union (ITU), brought together over 35 participants from more than 20 countries for an immersive learning experience focused on the ethical and innovative use of AI in government.

The four-day training blended theory with practical, hands-on sessions, encouraging participants to conceptualize and design AI tools that prioritize citizen-centered service delivery. The event was an eye-opening experience for Mr. Bolay who had the opportunity to learn, share, and collaborate with AI experts, public servants, researchers, and innovators from around the world, which was both inspiring and empowering.

Prior to the in-person event, participants underwent an intensive preparatory phase that included curated readings, case studies, and thought-provoking articles on digital transformation and AI ethics. During the program, discussions centered on responsible AI governance, transparency, and how emerging technologies can be harnessed to improve public service delivery, especially in developing nations.
