The Civil Service Agency’s (CSA) Regional Services Division has earned high commendation from Director-General Dr. Josiah F. Joekai, Jr. for what he described as a “remarkable demonstration of organizational citizenship behavior.” The praise came during a Senior Management Team meeting held on December 1, 2025, where Dr. Joekai lauded the Division’s month-long regional awareness tour that reached hundreds of civil servants across Liberia’s Western and Central Clusters.
Despite operating without direct logistical or financial support from headquarters, the Regional Services Division successfully mobilized and engaged 834 civil servants across Bomi, Gbarpolu, Grand Cape Mount, Grand Bassa, Margibi, and River Cess Counties. The initiative was led by Regional Services Director Mr. Steven Kettor, whose leadership and vision were hailed as a model of resilience and service.
“Director Kettor and his team have shown that leadership is not only about resources but about vision, sacrifice, and service. Their work has touched hundreds of civil servants and reinforced the values of professionalism and accountability,” Dr. Joekai stated.
The awareness tour formed part of CSA’s broader decentralization agenda, aimed at strengthening governance and civil service education in rural Liberia. Through interactive sessions, civil servants gained practical knowledge on ethics, performance standards, and transparency in public administration.
Participants expressed deep gratitude, describing the initiative as a timely intervention to bridge gaps in awareness and compliance with key reforms, including the Standing Orders of the Civil Service (2012), the Legal Power of Attorney Scheme (2021), and the National Social Security and Welfare Act (2016), among many others.
Director Kettor outlined the tour’s objectives, which included improving the service delivery culture among civil servants; clarifying rights and obligations under CSA regulations; and enhancing the performance of civil servants in rural areas. Other areas addressed were strengthening anti-corruption processes and promoting CSA’s mandate and professionalism.
He reaffirmed the Division’s commitment to continue supporting civil servants nationwide, emphasizing that civil education and awareness are critical pillars for building a professional, accountable, and service-driven workforce.
