CSA Deputy Director-General Completes Prestigious Governance Training in India

The Deputy Director-General for Administration and Finance, Hon. Dahnu Mianyen, has successfully completed the 4th Mid-Career Training Programme on Public Policy and Governance organized by the National Centre for Good Governance (NCGG) under the Ministry of External Affairs of the Government of India. The two-week programme ran from December 1–12, 2025, and convened senior civil servants from across Africa, including representatives from Liberia, Sierra Leone, South Africa, South Sudan, Kenya, Uganda, Tanzania, Malawi, and Botswana.

The training aimed to strengthen leadership, policy formulation, and governance capacity within public sector institutions. Participants engaged in intensive lectures, policy dialogues, simulation exercises, group discussions, and comparative governance sessions. Key focus areas included public service reform, digital governance, ethics and integrity, leadership and performance management, and citizen-centered service delivery.

Hon. Mianyen distinguished himself during the programme by winning the Case Study Competition, where he presented a real-world public sector challenge and proposed practical, implementable policy solutions. His presentation was recognized by facilitators and an expert panel for its analytical depth and relevance to governance challenges in developing countries.

In addition to this achievement, Hon. Mianyen was selected as Head of Delegation for all participating countries, a role that underscored his leadership and coordination skills. He represented participants during formal engagements, liaised with programme administrators, and delivered collective remarks on behalf of the group.

The programme also featured field visits and institutional engagements across India, offering firsthand exposure to governance ecosystems, digital service delivery platforms, e-governance systems, urban administration models, and citizen-focused initiatives. Cultural and historical visits further promoted cross-cultural understanding and international cooperation.

The training has significantly enhanced Hon. Dahnu Mianyen’s competencies in public policy analysis, leadership, comparative governance, and institutional reform. The knowledge and experience gained are expected to contribute meaningfully to Liberia’s ongoing civil service reform efforts and strengthen institutional collaboration between Africa and India in governance and capacity development.

In his message to senior staff of the Agency upon his return, Hon. Dahnu Mianyen thanked the Head of the Agency (CSA), Dr. Josiah F. Joekai, Jr., for granting him such a golden and knowledge-filled opportunity. He further informed staff that the office of the Director-General is making frantic efforts to seek more opportunities of such kind for mid-level staff to benefit from.

The Civil Service Agency reaffirmed its commitment to continuous capacity building and international cooperation as key drivers of a professional, efficient, and responsive public service of Liberia.
