Regional Public Service Leadership Conference on Health Workforce Development

The second day of the ongoing Regional Public Service Leadership Conference on Health Workforce Development was marked by significant progress as the proposed framework document was drafted and subsequently reviewed by a Panel of Experts.

Divided into two technical working groups, the Panel of Experts collaboratively developed the document, which will be officially titled the Civil and Public Service Network of Africa (CAPSNA). Upon finalization, this framework will be transformed into a formal resolution to be signed by inter-ministerial Heads of Health and Public Service Entities of the six participating countries on Friday, March 7, 2025.

The Purpose of CAPSNA framework seeks to tackle persistent challenges faced by public sector institutions in Burkina Faso, Cote d’Ivoire, Sierra Leone, and Liberia, the Host. These challenges include: Limited financial resources, outdated infrastructure, and institutional inefficiencies that hinder effective public service delivery, particularly in the health sector.

The participating countries recognize the urgency of addressing workforce reform and have committed to a collaborative, innovative, and results-driven approach. The framework aims to strengthen governance, optimize workforce performance, and promote sustainable development.

Alignment with Global Development Goals This landmark conference, themed “Advancing Human Health Workforce through Public Service Excellence: Building Resilient and Innovative Institutions for Sustainable Development”, aligns with both the African Union Agenda 2063 and the United Nations Sustainable Development Goals (SDGs). These global frameworks emphasize Regional integration, Inclusive governance, and equitable access to services.

As the conference progresses, CAPSNA is poised to become a transformative initiative that addresses critical issues in public service and health workforce development while fostering regional collaboration and long-term sustainability.

The Civil Service Agency of Liberia, which is the statutory Body responsible to manage and or supervise the Civil Service sector, is spearheading this groundbreaking initiative. With support from Health Development Partnership for Africa and the Carribean (HeDPAC).
