Dr. Puchu Leona Bernard has extensive administrative, fiscal, and legal experience having worked for many years in private enterprise, humanitarian services and public sector.
In the public sector, she had served Liberia in positions ranging from Assistant Minister for Revenues at the Ministry of Finance, Deputy Director-General for Human Resources Management, lead member of the Examining Committee of the Civil Service Board of Appeals in addition to her administrative functions, to her current position as Director-General.
In the Private sector Dr. Bernard has amassed a wealth of experience working as a consultant, an educator, and a manager at corporations in Liberia, Cote d’Ivoire and the United States. She was Language Resource Coordinator and professor at Howard University and Directrice des Etudes at College Aime Cessaire in Cote d’Ivoire. In addition, she has served on the board of a non-profit organization in the United States and worked with the Red Cross in Washington, DC.
Dr. Bernard obtained a Ph.D. in Development and Public Policy and a Masters in Linguistics from Howard University. She earned a B.S in Finance and Accounting from North Carolina Central University and an LLB from the Louis Arthur Grimes School of Law. She is fluent in French and German.
